To clarify the scope of this issue, the goal is for someone on a Windows host to be able to program a remote device using a Windows-native IDE. The motivating use-case is Atmel Studio.

As a user, I can connect to a usb device via a hardshare instance so that Atmel Studio can recognize a remote USB device.
