Polish grid layout logic

Was trying to chase down https://github.com/rerun-io/rerun/issues/2576

I failed to reproduce, and fail to see how it could be possible. Perhaps we were running an older egui_tiles version then.

This PR:

• Adds a test
• Cleans up the code
• Improves the logic slightly
