Create a how-to guide: "How to create a great bug-report" #3778

The quality of bug reports coming in from our users can heavily influence how quickly we respond and how easy it is to get to the bottom of the problem.

Especially with Rerun where we have great tools at our disposal such as easy screen shots, minimal functional python snippets, exportable rrd files, etc.

Capturing advice on this process might also motivate us to build some additional helper tools as warranted:
