Update release github action #1096

During latest release we have number of workings to update github actions

actions/checkout@v3, latest version is v4
TriPSs/conventional-changelog-action@v3, latest version is v5 (this should be tested)
actions/download-artifact@v3, latest version is v4
softprops/action-gh-release@v1, no new version?
stefanzweifel/git-auto-commit-action@v4, latest version is v5
