Update documentation "Log in as RSD administrator" #1132

For local development, and if the variable RSD_ENVIRONMENT has been set accordingly, the first user that logs into the RSD is the administrator.

The section Log in as RSD administrator needs to be updated accordingly.

@cmeessen The setup for local development should not be included in the documentation. It should be included into README files. We decided to use documentation for external users and README files for developers. It might be that readme files need to be updated or improved.

Maybe on documentation page we can mention env variable and explain what it does.
