Create community page

The layout should be similar to organisation page with the following adaptations:

One level depth, first version has no support for community children in order to reduce complexity (beside that it is not requirement)
Starting with 2(3?) tabs: software, highlights (?), settings (maintainers/rsd-admins only)
Do we want a "highlights"/"pin" functionality (extra tab?)
Settings with sections:
- General settings including section for rsd-admins only
- Maintainers management
- About page (markdown)

Maintainer "features"

We start with basic functionality of approving/rejecting and maybe pinning/highlighting software items

Community maintainer can approve/reject software request to join the community.
Primary maintainer only can change the slug
