The initial "flow" we envision is that the software maintainers add their software to specific communities.
In the edit software section they can place their request to join which need to be approved by one of community maintainer(s).
The approach should be similar to adding new organisation. Software maintainer can search for the community and select it. After selecting the community, it is added to a list of the communities and has one of the following statuses: pending, approved, denied.
