First collection of galaxy tool meta data #651

Tool metadata collected from: https://github.com/galaxyproject/galaxy_tool_metadata_extractor Ones set up properly, the galaxy_tool_metadata_extractor will collect this data weekly. We could add a CI job that automatically dumps it here as well (then we need your token). Or we can add a job here that copies the data from the galaxy_tool_metadata_extractor repository.
