biotools import sandbox action

Created a separate action biotools-sandbox-import used mainly to import from https://ecosystem.bio.tools to bio-tools/content-sandbox repo

There are two lines specifying arguments to command line tools:

• number 23 (https://github.com/bio-tools/content-ecosystem-utils/pull/9/files#diff-3bf6eeaadfa509c330bfa2a1343ab879ad379a8ec33738b33d46bab7b7a20831R23)
• number 45 (https://github.com/bio-tools/content-ecosystem-utils/pull/9/files#diff-3bf6eeaadfa509c330bfa2a1343ab879ad379a8ec33738b33d46bab7b7a20831R45) These two are calls to scripts that do two things:
• script check-pr-if-exists checks whether a PR with a given label exists in the repository. If it exists it will checkout the corresponding branch.
• script import-changes will, once changes have been made and depending on the existence of the remote branch, either just push to it or create and push to it. This value, "biotools-import" as seen on lines 23 and 45 is the label of the PR and also the name of the branch. Renaming it is our decision. Since it happens on a separate repo, both renamed or unrenamed should work. However, maybe we should rename it for the sake of clarity. On a related note, this makes me think the documentation of these scripts could be improved: what is it doing, and how?

Another thing that might need discussion is whether we want to have a copy of the initial biotools-import action, or just make that one configurable. Configuration should enable setting which biotools URL to query (e.g. bio.tools vs. ecosystem.bio.tools), and the name of the branch/label of the PR.
