Our CI queue is swamped - we need a temporary capability increase #3

Sometimes a sprint or other active development period can overload existing CI and it's useful to be able to expand capability on a temporary basis without committing to long term purchase of hardware or hosted CI plans. Adding in on-demand cloud resources during these periods can be a good way to maintain CI quality whilst keeping queue waits acceptably short. However, it's important to understand cost implications and also be aware of any licensing or security restrictions for code moving off-site and into the cloud.
