[x] Follow the steps in the readme to setup the ID server locally
[x] Populate it with scopes, roles and clients from the oauth fixtures
[x] Populate it with users from wordpress using the migrate-wp-users script
[x] Perform an authentication with at least one client

@merefield The purpose of this initial issue is to validate that the two monoliths are working together on your local. We can address any initial issues on that front here.
