Update awssdk version, fix build dependencies #106

What changes were proposed in this pull request?

Updates the AWSSDK version, and fixes build dependency where jiffy_client would be built before awssdk_ep.

How was this patch tested?

The patch was tested through extensive local testing on MacOS, and remote testing on Linux (CentOS)
