Improve auto_scaling performance[WIP]

Changes provided in this PR:

• Use caching to speed up redirect operations during auto_scaling
• Move refresh logic to the client side

TODO:

• Remove default partition cause it's not used currently. #79
• Change data transfer in count of bytes #87
• Fix the remove protocol for hash table #88
