'no such file or directory' in retaliation api when json are not found to store data. #21

In launcher.js and user.js files in retaliation persistence folder there is no checking on .json files required to store data such as launchers or users.

How to reproduce it:

delete src/retaliation/db/*.json files
relaunch retaliation server api

How to fix it:

create a check on the files
create them if they do not exist
