Service discovery - Githubissues

Protocol of the service discovery from the cluster point of view:

when cluster API starts, a broadcast is made to fetch all the retaliations on the network.
for all the response to this broadcast the 'client.key' and 'client.ip' of the retaliation is added to the cluster's list.
a websocket is created after the broadcast succeed.
when a new retaliation is available on the network, it should ping the cluster and give it his 'client.key'/'client.ip' and open a websocket.
