It's been five years and I hope you've figured it out. :)
I ran into the same issue on a completely different product using the same MT7628 SoC and I found this issue by searching the boot log. It seemed like that part of booting required significant current for bringing up Wi-Fi. I fixed my issue by setting a 1.5 A current limit on my power supply and not using flaky jumper wires.
