[HSPF] If CFSAEX values are provided as 0 they are read as blank #17

If a user provides CFSAEX value as 0 (for e.g. for pipes), HSPF assumes that no value has been provided, and assigns a value of 1.00 to the CFSAEX parameter of that reach.

The minimum value for CFSAEX is 0.001, according to both the user manual and the limits in the SEQ file. Since zero is beyond the acceptable range for this parameter, it is being set to the default with a warning message sent to the ech file.
