Submitter Dropped from Citation Pages? #3043

It looks like the submitter is no longer stated on the citation pages. Intentional or something that dropped in transition?

Submitters are associated with a Report when a Submission is promoted to Incident, so the data is not lost.

I think (I'm not sure) that when we switched to using user accounts (with user IDs) for the Editor fields, the Submitters got lost because they are just string fields, so this would be way before the current API migration.

Should we add a new row to the Incident stats table and display all the Submitters in all the reports associated with an incident? Should we only consider the submitters of the Incident, who are related to the initial Report?
