Test failure occurs in build with no code changes #704

My current pull requests that have merged staging (#687, #677) are both failing in build on "Should show the taxonomy form of resources." I couldn't see how this was caused by any of my changes, so I opened a PR changing only the readme, and it still fails. The error log shows:

This does not occur when running the tests locally, and I've been unable to determine the cause.

I have not seen this for a few builds. If this is a frequent blocker, let's reopen this issue and make the test optional. We will eventually rework the build system to be less flaky.
