Firefox anchor scroll behavior #964

In Firefox, but not Blink or Webkit browsers, when linking to an anchor on a page, the view doesn't scroll down far enough, sometimes not even showing the anchor element in question.

This doesn't happen when I use a clean Firefox profile, but it did happen during the think-aloud on the user's Firefox profile, so it's not unique to my setup.
