Documentation extracted from JavaDoc is in the wrong namespace #26

The <documentation> element should be in the RADL namespace, but it's actually in the HTML namespace. As a result, the documentation stylesheet doesn't pick it up.

This only happens when the documentation is already there, i.e. during merging.
