track important changes with changelog documentation

Now that RESThub is released on central, we have to seriously track all important/breaking changes.

Should we use a dedicated CHANGELOG.md in the git repository? We don't want users to go through all our issues for that kind of info.

The current changelog info in the documentation only tracks release dates and links to issues.
