Changelog for version 2.4 is missing #1321

I recently tried to update a project's Restlet version to 2.4 from 2.3.12 and noticed some fallout caused by the Restlet version change. I'm trying to get an understanding of what changed between version 2.3.12 and 2.4 but the changelog link returns a 404.

It would be helpful to have a changelog for version 2.4
