Package or remove `pcap-file` #348

pcap-file is not packaged in Fedora. We should either package it or remove its use in Retis.

The difficulty here is pcap-file has its own unpackaged dependencies, some of which can be challenging:

criterion is not trivial to package and to maintain, and also has a dependency on tempfile which is packaged but its version is not compatible.
derive-into-owned which doesn't seem to have a license...

On the other hand it's not trivial to rewrite and maintain.

We decided to package pcap-file in Fedora and started the official review process. As a consequence, closing this as we don't need to track it here.
