Old archives of W2 used 'Units' with a capital which we used to write netcdf, but it was changed in W2 to use 'units' without a capital. So reading data written by RAPIO in W2 breaks, so this needs cleanup. Probably will we write 'units' and make sure the readers can handle both cases.
Hacking this for now by just having both Units and units in netcdf. Looks a bit strange but it's fairly cheap. Eventually MRMS will have to be patched/fixed and synced with us.
