I flashed my Retro Game 300 with RetroFW 2.1 yesterday and I found what ever which date I set, it will flash back to 2020-02-14 23:00
There is no battery inside the game console, and it could not connect to internet, so it can not know what time is it. I think "2020-02-14 23:00" is the firmware's built time.

Agree with your assumption that date is firmware's built date&time.
However this issue is quite annoying as I use real-time save feature in multiple emulators and the important attributes for me to identify those save slots are date&time. But they are totally a mess now :(
I think the challenge here is this model is kinda like no maintenance as there almost no community support and also plus discounted hardware.
Lesson learn for everyone who read this issue (bug) is: When you consider a retro game console, do think about the supportability.
I know with the LDK if you power off with the power button/OS as opposed to flipping the power switch to off, the clock keeps running. IDK if the same applies to RG300
