Setup CI #15

Setup a CI to automatically build RetroHub for all supported systems, as well as necessary dependencies:

Most work is completed with https://github.com/retrohub-org/retrohub/commit/39c7ca85923165a5f0560da88150a28eb29fdbb9. All that's left is to implement default and user themes in UI to start packaging with default theme.
