Refresh tox config #51

Remove pippy and instead rely on pip with its modern caching support.
Remove legacy constructs from tox.ini.
Remove specific pypy version
Allow tests to be run without any special environment factor.

Refreshes the tox config to work with modern versions of tox and simplifies the implementation to more readily allow for simple workflows.

Closes #49
