Migrate to GitHub Actions #53

Add GHA config from jaraco/skeleton
Remove unimplemented diffcov job.
Add tox env for building the docs.
Add GHA badge
Remove Travis badge and config. Travis hasn't run in over two years.

Although the action isn't run here, it was run in my fork. The tests are currently broken, so it'll be nice to get those tests passing, but that's beyond the scope of this effort.
