Python 2.7 not installed message during install #769

I have reduced it to the minimum ie Python 2.7 + base libraries

3. Have you selected the option "Customize installation directories"?
a. Yes
b. No
No

4. If the answer to 3. is yes, what installation directories have you
chosen?

5. Where did you install Python(x,y) itself?
a. default path
b. custom path, which one?
The default path

6. Have you installed Python(x,y):
    a. For "Current user only"

I removed previous installed Python 2.7. There are no references to "Python" in 
the registry or the PATH environment variable.

What steps will reproduce the problem?
1. Any attempt to install bombs when it fails to install the base Python 2.7 
package.

What is the expected output? What do you see instead?
A functional base installation of Python. if that works I would do a complete 
install .

Please provide any additional information below.
I have been able to complete a full install on another machine in my lab. I had 
a previously functioning version of Python 2.7.9 on this machine. I chose to 
remove this and install Python(x,y) because it had everything I needed rolled 
into the complete install. I wouldn't need to hunt down packages to get the 
functionality I required. Something is preventing the successful installation 
of the base components - that stops everything else installing!
