Make more expensive, make upgrades cost more resources, and/or deny the ability to carry them around shulker box style.

One has to ask the question "is it really more broken than high tier backpacks" and "will making them more expensive improve the player experience"

Chests are still useful (cheaper, general storage, multiple item) networks are still useful (single access point + still synergizes) Backpacks are still useful (own utility + fast dump inventory, already overkill for pure storage space) All they really enable is hoarding (win more doesn't help you win) and extreme cobblestone hoarding on trips (1000 cobble over 128 cobble doesn't really break anything)
