Update ClearNLP wrappers and models to ClearNLP 1.4.1 #380

Clear NLP has been updated to now include binary model files for speedier 
upload.

Maven dependencies can be found here:
https://code.google.com/p/clearnlp/wiki/Installation

New models can be downloaded here:
https://code.google.com/p/clearnlp/wiki/TrainedModels

Given the size of the  models, this may also trigger a different issue for 
revisiting how we deploy models in ClearTK.

This should now wrap ClearNLP 2.0.1.  Additionally ClearNLP models are now 
available via maven.  We may want to revisit what models get loaded by default. 
 For more details see clearnlp.com.
