When using WekaStringOutcomeClassifier then NotImplementedException is thrown #418

ClearTK 2.0.1 is not support WekaStringOutcomeClassifier.

Please find attached the implementation of WekaStringOutcomeClassifier.

It also change the default behavior of WekaStringOutcomeDataWriter to create 
Enum attributed instead of String attributes
