Incorrect import into clipboard, projects, and shelf in Import Metadata #11

What steps will reproduce the problem?
1. Select to import items into clipboard, shelf, or project.
2. Save.

What is the expected output? What do you see instead?
Imported items should be assigned to clipboard, shelf, or project. Instead, all 
library is assigned to clipboard, shelf, or project.

This will be fixed in 2.4.
