Compile SonicAnnotator and build VAMP external code executor harness #89

1. Compile SonicAnnotator on the cluster
2. Work out how to run a VAMP plugin on a track using it (on commandline)
3. Build an external code executor component that can run an arbitrary VAMP 
plugin

N.B. Note that VAMP plugins are platform independent but the VAMP host 
(sonic Annotator) is not
