74series_soic.lib used in Makefiles but not present in netlister repo. #7

None of the boards use the SOIC library so you can just delete the line from the Makefile. I've updated the netlister repo anyway to add 74series_soic.lib and an ic-sockets.lib (which has a 40 pin ZIF included).
