Flag state missing after page refresh on QA Page

Description

To recreate:

  1. create flag on trainee
  2. save flag
  3. notice the top left corner changes for the trainee, indicating there is a flag
  4. refresh page
  5. flag is now missing, if you go to edit the flag again the text will be there but the flag is missing
