Either we force them to run bitcoind in the background all day long, or we (ab)use the mandatory (and trusted) watchtower to query fee estimation data.

If we one day have non-stakeholder fund managers, then they might not need a watchtower. However they crucially require a fee estimation source (cf #4). Sigh.

Best i could come up with is:

require bitcoind running in background
if morning or for whatever reason they can't get fee estimation:
- Fallback to manual fee setting OR
- Fallback (by a manual interaction on the UI) to estimation from trusted source (kraken, blockstream.info, etc.. à la Bisq).

Ok, so as per last meeting we are going with a fallback to aggregated trusted source by default.
