This introduces a way to poll watchtowers without a fully signed spend transaction to:

avoid being locked up with an unspendable spend transaction (see https://github.com/re-vault/practical-revault/issues/4)
only access HMs if its worth it

This also includes two drive-by fixups needed for this.

Ok, updated the first nits, the pubkey inclusion deserves its own pr imo

As discussed yesterday, this introduces a ""reliance"" on the sync server for authenticating the managers. I think it's fine, so was for reference.
