Cosigners are not always required, let's not lock ourselves into using it #42

For example if the watchtowers are only enforcing the "you can only unvault once per day, otherwise anything it's fine" policy then the setup does not need cosigners.

So we settled on "push it to Revault 2.0", would be great to be mindful of that while implementing the wallet.
