Engineer - ProdOps-SDK - Setup Github Actions

Background

Integrate continuous integration workflows for the ProdOps-SDK-Elixir through GitHub actions.

[ ] Given the prodops_ex repository exists in the GitHub organization
[ ] When a developer submits a new pull request or pushes new commits to an existing pull request
[ ] Then GitHub actions should automatically run to check code formatting against the Elixir project's style guide
[ ] And GitHub actions should execute the test suite to verify all tests pass
[ ] And if any checks fail, the developer is blocked from merging the pull request
[ ] And success or failure results of GitHub actions should be visible on the pull request page.
