edctf: allow admin options for the enabling/disabling of ctf things

Each CTF should have these options set individually. They could be set on creation or edit.

Login and/or Registration

• Allow the admin to instantly disable login and/or registration or by a certain time.

  Challengeboard

• Currently is default to private. We can have an option to set it to public, which would allow for the current scoreboard graph to display publicly. This should be noted near the button in the admin panel.
• We should also have the option to disable the challengeboard/disable flag submitting. This could be performed instantly via a button or by a inputted time.

  Scoreboard

• Currently is default to public. We can have an option to set it private, which may break things if the challengeboard is public.
• We should also have the option to disable the scoreboard. This could be performed instantly via a button or by a inputted time.
