[ISSUE-REVERT]: Make webhook creation optional #545

Describe the enhancement

Current design makes a webhook endpoint to be registered on Svix for every account that gets created.

We should move this to the UI as an option so users can configure if they'd like to have a webhook and only then create a svix application.
