ci: replace create-release deprecated action #39

The current action is deprecated and will stop working eventually when due to Node.js 12 actions being deprecated.

Switching to a new action to fix the warnings and keep working

Hopefully this will also fix the release issue. If not I will try to fix it also ;)

Thank you for your pull request! However, I used the gh command https://github.com/reviewdog/action-markdownlint/pull/42 because the template uses it: https://github.com/reviewdog/action-template/blob/d30a338e61cc77ae073d3ee05a026276bd79e697/.github/workflows/release.yml#L40-L48 Thanks again.
