Remove Bower in Dev Process

• Removed Bower from the development process
• Set all package versions in the devDependencies of packages.json
• Updated the README for how to develop in this project.
• Added a helper method for checking that a variable is a function.
• 142/142 tests passing

Will merge tomorrow night if there are no comments.
