IODEF extension -- "facts"

build out an ext that describes the decay rate of an observation. something 
like:

+ low, medium, high, numerical

then users can assign their own rates of decay of an observation:

low == 1 year
medium == 1 month
high == 1 week

numerical == 1 year, 1 day, 365 days, 24 hours, etc
numerical measurement 

if I say "this domain is good, and this observation should last for a year" 
(eg: google.com)

"this domain is bad and the observation should last for a week"
