Do not Apply filter if department or job family applied #245

  1. BE will not consider the Organization filter if the department or job family applied

  2. If organization or department filter is applied then we will look into

    • Post's organization/department stored in DB
    • Created by user's organization/department
    • Post receiver user's organization/department
