IdleTimeout added (SpinUpAssociation, DICOMSCP) #101

DICOMSCP is missing IdleTimeout. Connection breaks for large RT Dose files. As a developer, I need to overwrite the default hard-coded timeout of 25secs, so I am able to receive large RTDose files.
