Adding support for Halcyon RT Plans #98

This is performed to add support for the creation of RT Plans from the Halcyon system. Halcyon RT Plans have an SOP Class UID of 1.2.246.352.70.1.70, rather than the traditional 1.2.840.10008.5.1.4.1.1.481.5

Additionally, specificity for DateTime has been added*
