cant install tf2 items editor

What steps will reproduce the problem?
1.click on setup.
2.appear a window asking if i want to install or not, and i click install
3. then appear an other window saying "Is not possible installig or execut this 
aplication. This aplication needs an version 4.0 full or another .net framework 
compatible".
What is the expected output? What do you see instead?

You need to install .NET framework 4.0 from here:
